There is a Kemuli rice dish in Malyasia -- (Nasi Kemuli). Nasi kemuli is describe as, a delectable Nyonya (Malay-Chinese) spiced-rice pilaf but of course this is PNG FAQ's and not Malaysian FAQ's so it is not appropriate to add that link here.

The police claim that the crime rate is dropping. If it wasn't safe to stay in Port Moresby there would be no one here. Define safe? I feel safer in Port Moresby than the back blocks of Los Angeles and other large cities around the world but then I am aware of the local situation and live accordingly.
Living expenses depend on the individual. i.e. Do you expect to eat the same food as your own country or do you expect to eat the foods available in PNG? For example strawberries can be as much as K20 per punnet. Grapes can be K17 per kilogram but these are hardly the staple diet for people living in PNG.
UHT milk can cost almost K5.00 per litre and fresh milk imported from Australia can cost over K16 for 2 litres. Of course fresh milk from Lae is half the price of the above figure.
If you are on an expatriate wage then, unless you live to excess, you will have more than enough money for food esepcially if you are willing to purchase vegetables from the local markets rather than the supermarkets.

Sometimes it is more difficult than other times. You may be lucky to find that someone has just gone during the Christmas period, for example, and that there is a vacany. It would probably be a good idea to look at the Telikom PNG web site and search the electronic telephone listing.

It is difficult to say.
The department that processes work permits suffers from the fact that they do not have money for electricity so it is common practice for companies to buy drums of fuel for the generator.
If they have fuel it could take as little as a couple of weeks if all paperwork is readily verifiable otherwise it could take several months depending on the size of the company and whether there is a localisation plan in place for your position. If there is no plan then the company will have to prepare one before a permit can be issued. Of course the position you are trying to get a work permit for must be in one of the approved categories.

It sounds like you will come in from Japan on Sunday morning at about 04:30 and then head out to Brisbane at 06:40. If that is the case then you will not leave the sterile area of the airport and will therfore not need a visa. As soon as you leave the airport sterile area you will need a visa. - Visa's can be obtaind on arrival for genuine tourists.

As PNG becomes more westernised children in the main cities would certainly celebrate a birthday. Children in the village may celebrate and as the registration of births becomes common place there may be a reason to celebrate. Some children may not know their birthdate or they only know a year of birth. I think all children would appreciate a small gift (even if it is not their birthday). Of course money may have a lot to do with whether a birthday is celebrated or not.

- What is the average cost for meals for one week?
This is a very difficult question to answer for many reasons.
Where would you be staying? In a village, in a small town or in a city? The cost of food varies, due to shipping costs and seasonal availability, from area to area.
Another thing to consider is would you be eating in or out at restaurants or a combination of both? Obviously if you were to stay in New York and use restaurants it would be far more expensive than staying on a small farm in USA and eating locally grown produce. PNG is no different and the same applies for PNG. Restaurant food is going to be far more expensive than paying for food in a village. If you have your own accommodation and cooking facilities then it would be cheaper again.
Another important question is how much do you eat? Are you a big eater? Do you have any special dietary requirements that might affect the answer?
Also it must be remembered that there are over 800 languages in PNG so you can imagine that the various language groups could have different "staples" i.e. what is a staple food (and cheap) in one area may be a luxury in another area. PNG does go from sea level to over 14,000 feet (4000 metres). Sea food such as lobster etc in the mountains is going to cost far more than in a coastal area. Food that grows easily in the mountains is going to cost more along the coast etc.
Of course if you are coming to PNG and staying at a mine site then food is usually provided as part of your employment contract. Some other employers may have subsidised meals and that would also affect the costs.
So from this attempt to answer your question you can see that there is no "one" answer that can be given for your question. Maybe if you re-ask the question with a few more details an answer could be given.

umm, good question but very difficult to answer without knowing where you want to go and what you are interested in?
If you are coming purely as a tourist it is usually best to vist PNG when some sort of festival is being held. These vary but there are many festivals near the Independence Anniversary. (September) Some people come and visit towns others come and visit villages or go canoing, rafting, caving, bird watching, butterfly collecting, snorkelling, swimming, diving, etc etc. people even come to collect stamps, coins, jewellery etc.
Another factor is the difference from the temperatures in the highlands to the coastal areas. Humidity does vary from location to location as well.
Everyone has their own tastes in souvenirs. Some people like the locally made carvings, others like the local string bag made from all natural fibres. Others may like a clay mask made by the Asaro mudmen. Some people just like to take 1000's of photographs. Within such a diverse culture there are so many different things that I am sure you will find something you will like.

With over 800+ language groups living from coastal to inland highland areas I am sure you could imagine that to put it bluntly PNG clothing is very, very diverse and very difficult to describe. Traditionally clothing would have been made from easliy obtainable material such as leaves from plants, bark from trees, decorations from birds, shells, plants etc. In the colder regions warmer clothing possibly made from fur of animals would have been a prized article.
Nowadays many rural people still wear traditional clothing although with the advent of second hand clothing shops more and more people can now afford what is commonly called "European" clothing reserving traditional clothing for festivals etc.
